Ah then you may have more options than I am aware of. IVPN will work and I believe ProtonVPN works on Windows. Techlore did a video on this topic that will give a few options:

Yes, but it doesn’t support DNS-over-HTTPS.
He didn’t ask for DoH just for a custom dns and also Yea you could use it with DoH or at least on iphone if you use wireguard and point the dns to 0.0.0.0 as you have the dns on mobileconfig.

Yes, but DoH is the common form of custom DNS people use so I just assumed he wants DoH and not IPv4/IPv6.
You can add custom DNS servers to ProtonVPN Windows (IPv4 addresses). If you want to use NextDNS with ProtonVPN on Windows, install YogaDNS and connect it to your NextDNS configuration, and run ProtonVPN too.
On Android, you can set Private DNS to whatever you want. Works well with ProtonVPN.
Mullvad is also a good option.
For Android, if your VPN has Wireguard support, you can install the latest release of the RethinkDNS app and add the Wireguard configuration to it. It’s a great firewall and DNS resolver app. Plus you can also use local blocklists in combination with any DNS server of your choice.
I also want to add that if you don’t want installing another 3rd-party software on your computer, if you are on Windows, you can use the Windows built-in setting. NextDNS has a guide about that on your account dashboard.
