VPN use will bypass it for those who are tech savvy. That’s all I’ll say on the matter

And you will need to be “verified” to download even a VPN app, so I’m not sure how much of a counter measure this is (Yes correct if you did it before that’s fine I’m talking about after)
Unfortunately, if the EU’s DMA is any indication, Apple can do a lot more than just tie this to IPs. They can combine IP + registered card information + GPS of device. Not sure how thorough they’ll choose to be, so I hope you’re right! But it’s not a safe bet to think a VPN will fix this just yet until we learn more.
That will depend on the device that’s used. If it’s a Linux device, they can’t do squat. Plus, if one has a phone with GrapheneOS (which I think won’t count for this anti-4A law, but I could be wrong), that’s also how one could bypass this requirement.

It might end up being temporary, but I’m sure this will be fought… but the courts won’t budge on the matter, so the only other way I see it being done is orgs like the EFF and others fighting it. I’d like to see Texas officials humiliated at what they just passed by them… and maybe, just maybe, realize 4A is there for a reason.
