I have a bit of a way out there quasi-conspiracy theory. I’ve said it for a few years: Microsoft would rather not have a consumer OS at all. Gamers can be on the X Box. Office etc can be on the cloud. It’s so much hassle for relatively little profit that this is their last Neo-capitalist attempt to make the proverbial hit the fan for short term ad revenue in Windows 11. Then if people leave and it is indeed the last Windows then Microsoft goes “Excellent! We don’t have to bother with making that anymore!”
