Another 2 thats good for recovery address is russian yandex and mailru. Yes i know, russian, kgb, need phone number etc but for idle account purely for recovery address they’re good too. Yandex will delete account data after 2.5years of inactivity, but the actual email address would never be deleted. They call it account freeze. After you login again after unfreeze, you’ll met with fresh inbox with 0 past email but the address is still useable. Mailru is shorter, 180days for data deletion but they did similar to yandex, only account freeze.
