How governments should improve privacy and security

I want to live in a world with these privacy and security improvements!

The most we can do is demonstrations and voting for people who want to introduce such measures. But there does not seem to be much apetite for demonstrations. With most people who I talk about such issues they act defeatist, but they would genereally like improvements. They just think its very unlikely, which I understand to some extent. But if we give up we will leave behind a world with even less privacy and security then before.

Big gov has so much power to gain from private/public partnership surveillance. In the face of that tremendous, inebriating power, what leverage could be a big enough stick to force change?Fines would have to be huge to force change. What I’ve gathered from cocktail party chat with consultants is that big industry and big gov budget more for fines than they do for infrastructure. They accept fines, and lawyers to evade fines, as the “just the cost of doing business.” Fines and legal teams are almost always cheaper than “doing the right thing” whether the right thing is investing in long term secure data storage centers, respecting privacy, or preventing chemical pollution.

In the EU there currently is a limit for fining up to a maximum of 4% or 20 million euro (which ever is greater) of international profit of a company. That is quite low, if that could be highered companies might be more scared. Imagine if companies like Google could be fined up to 50% of their international profit or something like that, then they would likely be more hesitant for violations. But there is not really a majority to push for higher fine %’s or higher penalties sadly.
