Fantastic list, except #4 should be #1, IMO.
The list is not sorted based on priority, but if I had to pick one then I would prefer #4.
Can you explain #15 and #16 please?
With #15 I meant that advertisements may be done contextually without collecting a invasive amount of advertisements. For example DuckDuckGo has contextual advertisements where if you search for a refrigator you might get advertisements for refrigirators or other relevant items.
With #16 I meant subscriptions that will give you less privacy invading tracking and data sharing. Facebook for example considered introducing a subscription that would disable certain tracking if you paid for their subscription, that is specifically wrong I think such privacy protections may not be behind a paywall.
What is the difference between a contextual vs personal ad?
A contextual advertisement is as the sname suggest based on the context you are in. A pesonal advertisement is targetted for you based on a profile advertisement and tracking companies have built on you like Google does through their ads and analytics tools. A example would be that if you search for shoes you will get shoes advertisements that Google thinks you might like on other sites.
Would you ban services like Proton Mail?
No, because they provide privacy also for their free users.
