Why do you even want it this way? It serves no (privacy) purpose and one always needs to download via a browser. You can try Chocolatey but you will still need to open a browser and on a fresh install of Windows 11, it has to be Edge.

Isn’t winget installed by default now? You could totally use that to install another browser without opening Edge and then setup what you want from there.
Ah, unfortunately i dont think mullvad browser is on winget.
Actually, it is. The ID is MullvadVPN.MullvadBrowser. Just type winget show MullvadVPN.MullvadBrowser in Powershell and you’ll see. Download it with winget install MullvadVPN.MullvadBrowser. But you can just use Chris Titus’ WinUtil as delosmzp suggested. It can do that for you too, just paste irm https://christitus.com/win | iex in Powershell with admin privileges and choose it in the GUI.
