Do I need a phone number for app store?

Hi
if I want to download an app from app store, do I need to give apple my phone number? I did this once before but for the life of me I cant remember if it was just email address or also phone number. I remember there was a screen with payment options (paypal, credit card, none) but I can’t remember much else.
if they do require a phone number, do they care if it’s voip? or it has to resolve to a legit carrier?

I don’t know if they require a phone number for the app store. I do know they do require an Email address either outside email or @icloud.com, @mac.com, or @me.com email domain.

Likewise, I know for Apple iMessage’s it requires a mobile phone number, you can’t use VoIP number.
