It seems that, at this point, this question is becoming moot. According to Kreb, you should just freeze your credit and not worry about it. If you’ve been around long enough, your information is already accessible to the people you don’t want to have access to it.

Not american, but assuming your SSN has been breached, is it not possible to ask for a new one?

I believe you can, but I think its not something you can just do. Its more like you have to be a victim of identity theft before it can be changed. Will be a very complicated process
