I just found an app that is similar to Apple’s Passwords app from reading a news article. It has the same design and aesthetic of Apple Passwords. It is meant to work alongside Apple passwords. As, it has credit cards, bank account, etc. that Apple password lacks.

For the highest level of cloud data security, we recommend turning on Advanced Data Protection for iCloud. When turned on, all Secure Data stored in Access is end-to-end encrypted.
Your Secure Data, usage information, encryption keys, as well as your selected data protection level, are never known to the Developer.
