I found that disclaimer a bit confusing, but I believe all they’re saying is that you shouldn’t rely on encrypted DNS to circumvent content restrictions implemented by DNS blocking. The concern wouldn’t apply to home networks in countries without heavy censorship. Regardless, changing the IP addresses of the DNS resolvers in your router settings isn’t encrypted DNS.
